I have three sons. first and third sons are hearing. my family have to call the principal in advance for an interpreter for the school events or meetings.
So far, I don't have a problem with three different principals of kindergarden, middle school and high schools.
If a principal refuses to provide an interpreter, then the school breaks the federal laws (ADA) and will be faced in the court I won;t be surprised that school could be avoided from the court by firing the principal at once.

We have ODA (Ontario Disability Act). It is similar - ADA but it is Provincial, not from Federal. USA do make a law for all States. For Canada is a little bit different. Federal has some laws for all Canada. Provincial has some laws on its own. Provincial is similar - State.
Yes, make a sense.. Bring interpreter for deaf blind for a first row for interperter's seat back forth, etc.. I agree with you about the ramp. Good example.

Actually I had a huge problem with Principal's insulted me few time. They did violated our right's. End up I took my girl transfered to other high school.
